(dailynewyorknews) – China plans to increase its official defense budget by 11.2 percent this year, Beijing is the balance of the modernization of its armed forces against the need to maintain military spending in line with the development economic.

Defense spending is budgeted to match Rmb670.247bn (110 billion) in 2012, Li Zhaoxing, spokesman for the National People’s Congress, told reporters a day before the brand of rubber from China opens parliament listening to the report, Premier Wen Jiabao budget.

The rate of increase is slightly less than 12.7 percent last year, but in line with the growth trajectory over the last two decades. China reported double-digit increases in military spending every year since 1989, official, except for 2009 when the growth rate fell to announced 7.5 percent.

Beijing says it is committed to maintaining military spending in line with the overall pace of economic development.

Foreign analysts agree that the official defense budget of Beijing does not represent the total amount of China goes to the army, but the external estimates are assuming that the growth trajectory of global military spending is in line with the figure announced.

The Stockholm Institute for Peace Research, an independent research institutes of the most respected, says the official figure accounts for about 60 percent of China’s total military spending.

Part of the funds remaining for the People’s Armed Police, a force directly under the central government, which has a separate budget, and the militia, which is partially funded by local governments. Analysts say the biggest uncertainty is hidden in the SIPRI research and development and acquisition of new weapon systems.

In general, the Chinese government payrolls soldiers, training and maintenance and equipment costs that the three areas where its military budget is spent.

As a starting point for this pithy phrase, Mr. Li said that the official number includes all other expenses. “Spending on research, experimentation, acquisition, maintenance, transportation and storage of equipment, including new weapons systems, are also included in the figure of the defense budget is announced each years, “he said.

Independent defense experts doubt that claim, saying the official figure is not sufficient to cover the cost of major weapons systems the PLA has under development or deployment is initiated.

Last year, the PLA has completed the renovation of an old aircraft carrier that began to be used for exercises. “As we conduct training for navigation and to train a large number of pilots for transport operations, the cost has to fly here,” said a military official in Southeast Asia in Beijing.

The Chinese military has also begun implementing land-based anti-ship missile with which it intends to limit access carrier groups in the United States in regional waters. Foreign defense experts said the satellite radar and additional necessary for the rigorous selection were also required to cause an increase in the cost of acquiring weapons.

The 11.2 percent increase comes as the U.S., which has the world’s largest military budget, is the reduction in defense spending, while at the same time, changing its orientation toward Asia and Pacific widely seen as an effort to reassert its influence in the region against a rising China. During the past year, the Obama administration has taken steps to strengthen military ties with traditional allies in the region, including Australia, Japan and the Philippines.

The countries of South Asia hosted a strong presence in the United States in the region to balance what they see as increasingly assertive China. As Beijing has stepped up patrols in disputed waters of the South China Sea and continued to add advanced military equipment, neighbors such as Vietnam, Singapore, Thailand and Malaysia have reacted by stepping up their arms purchases themselves.

For the United States, maintaining its naval presence in Asia is more difficult and more expensive than China – Washington is based on a “before” the structure of foreign bases and support groups, while the People’s Liberation Army can concentrate on the construction equipment that will allow the U.S. to deny access to the waters of regional forces.

“It is important to note that Beijing is seen as a reaction to policies increasingly assertive in other countries and has repeatedly said he does not want to provoke a military confrontation,” said Sarah McDowall, Asia-Pacific analyst at IHS Jane, one of the important business of defense research. “However, the increase is partly motivated by a strategic campaign to reaffirm Washington Asia Pacific and will focus on the culture media from China to assert its power over maritime claims in the disputed waters of the South China Sea, East China Sea and Yellow Sea. ”

IHS Jane recently predicted the growth rate of defense spending in China to spend an average of 18.7 percent annually. But analysts say that the largest increases will wait for a new generation of political leaders took over.

Xi Jinping, the vice president is expected to succeed Hu Jintao as president and Communist Party chief, has much closer ties with the army that Mr. Hu. However, the budget for next year, even being prepared under Hu.

(dailynewyorknews) – The United States appeared Monday to raise the possibility that there could be a long-term strategic partnership with Afghanistan after U.S. troops withdrew in 2014, a move that comes amid tensions burning Korans by American soldiers.

The sticking point in negotiations on a strategic partnership agreement, which will provide support and assistance to Afghanistan, which seems to be an end to night raids and accelerate a timetable for delivering the centers of the U.S. and detention.

Person in Washington or Kabul, said publicly that the two countries have reached an impasse, but negotiations dragged on for nearly a year.

During the weekend, the U.S. issued a brief statement that appeared to question whether an agreement could be reached.

“We always said it was more important to get the right to accept an agreement,” said Gavin Sundwall, spokesman for the U.S. Embassy in Kabul, in a statement.

Without a strategic partnership, it is unlikely that there would be an agreement to extend U.S. troops beyond a 2014 deadline to withdraw from Afghanistan.

Afghan President Hamid Karzai was scheduled to meet Monday with U.S. Ambassador Ryan Crocker, to discuss the matter, said the spokesman for Karzai Aimal Faizi.

Faizi would not comment on speculation of a possible break in the talks, saying that the Afghan government had not received official notification.

Karzai has repeatedly said he wants all prisoners transferred to Afghan authorities and put an end to night raids, requests for the U.S. military has resisted.

“The United States has repeatedly made clear its determination to work with the Afghan government to complete the transition of detention operations in Afghanistan in a way that is safe and orderly manner and in accordance with our international legal obligations” said Sundwall.

“We will continue working with the Afghan government to achieve this goal, as part of our broader efforts of the transition.”

The possibility that the U.S. may be able to reach an agreement with Afghanistan raises questions about the stability of the country after the U.S. Army and other Force led by NATO Help International Security retirement.

A break in the talks between the U.S. and Iraq on the extent of U.S. troops led to President Barack Obama to announce it was pulling almost all the troops before a December 31, 2011, deadline for withdrawal.

Talks broke down after the main Iraqi political leaders refused to grant U.S. troops immunity from prosecution, opening the prospect of soldiers being tried in Iraqi courts and without being subject to the penalty Iraq.

It is feared that the U.S. could face a similar problem in Afghanistan by the demands of Afghan religious leaders that the U.S. soldiers involved in burning Korans were put on public trial, perhaps in an Afghan court , which most military observers agree will never happen.

Five U.S. soldiers and an Afghan interpreter were involved in burning Korans, who were among the documents seized from houses of worship of detention at Bagram Air Base in February, an official language of NATO under the guise of anonymity, told CNN before.

Obama has apologized to Karzai, calling the accidental burning.

The debate over fires fueled a series of violent demonstrations and attacks that have killed dozens, including four U.S. soldiers. Hundreds more were injured in the attacks.

Research continues in Afghanistan and NATO in the destruction of the Muslim holy book, which has raised fears that the conflicting results in different surveys could reignite violence.

(dailynewyorknews) – Several months after his first trial ended in a hung jury, Jason Young was sentenced Monday by a jury of North Carolina first-degree murder in the fting death of his pregnant wife.

Michelle Young was found dead in 2006 in the bedroom of his home in Raleigh. Her husband, Jason, first went to trial last June, but the jury could not unanimously agree on a verdict.

But this was not the case on Monday, when several families of Michelle Young in his arms and wiped away the tears after the jury’s decision was announced.

Later, Judge Donald Stephens said he had no reason to set aside the verdict and ordered young to be sentenced to life imprisonment without possibility of parole.

According to Stephens, Michelle Young “was not only murdered, suffered a beating from the likes of which you rarely see.”

Jason Young, 37, came more than 30 times, apparently just stopped after “has been exhausted,” said the judge.

“The evidence suggests that the assailant was completely overwhelmed by anger and rage,” the judge added. “And yet he had the power to deprive her of her engagement and wedding rings, because in his mind, she was not worthy of use. ”

That “the fingerprints of domestic violence in this whole affair,” said Jason Young Stephens “not only had a motive” to kill his wife, “but the circumstances pointed directly at him.”

Meredith Fisher, sister of the victim, said he answered a call from Jason Young asking to drop by his house to pick up some impressions computer “… would have been a late birthday present,” according to search warrant.

After entering the house in Raleigh November 3, 2006, Fisher found his sister dead in her bedroom floor and bloody victim’s daughter lives on the other side of the room.

The defense said Jason Young learned of the death of his wife later that day in his mother’s house in Brevard, North Carolina, and was contacted by an investigator on his way back to Raleigh.

Another search warrant, said Jason Young hung in a telephone call from a policeman, and “refused to join the scene or to continue to speak with investigators. Mr. Young did not ask for welfare, or the nature of her daughter and / or causing the death of his wife. ”

The defense had argued that the intruder, not the defendant had killed Michelle Young. They said what they described as holes in the prosecution, including the lack of blood in the car of Jason Young and jeans allegedly worn at night, his wife died.

“There may have been two causes of death in the house. But none of them was Jason Young,” argued defense attorney Bryan Collins.

“This case is terrible, sad thing is heavy, weighing on you. Yet this has nothing to do with who killed her. ”

Wake County Assistant District Attorney Howard Cummings, meanwhile, said Michelle Young died as a result was not intentional murder and robbery.

“It’s not a crime abroad,” said the prosecutor. “This is an act of domestic violence was to come.”

(dailynewyorknews) – Residents can get tired of good news Thursday as the monster storm system that battered and many midwestern states and a dozen deaths are expected to weaken.

Hicks house was destroyed, but he said he would have been much worse.

“We are very lucky to be alive,” he said. “It happened so fast. I woke up to chaos, and I’m sure many people woke up to chaos. I did not expect was that bad.”

(dailynewyorknews) – Japan – beaten by a strong yen, the slowdown in global demand and imports of oil and gas because of the disaster last year Fukushima nuclear – registered a record trade deficit of 18.7 billion dollars in January, according to official figures released Monday.

The record decline was driven by higher imports of oil and gas energy after the tsunami disaster in March 11earthquake and nuclear plant in Fukushima Daiichi results, which forced the closure of most nuclear Japan .

“Soaring oil prices could be the main reason for the deteriorating trade balance,” said Takahide Kiuchi, chief economist at Nomura Securities in Tokyo.

Currently, only five of the 54 reactors in the country are running after officials allowed most falling into inactivity after the disaster of Fukushima.

In April, if more reactors are not posted the country will have no nuclear plants in operation, putting more pressure on energy suppliers. Liquid natural gas imports alone rose 28.2% year on year, according to the preliminary report of the Ministry.

Last month, the UN experts gave a boost to those contained in nuclear “stress tests” of Japan to the rest of their nuclear plants to test whether they could handle another emergency. The team from the International Energy Agency (IAEA) has recommended to the Japanese authorities to improve communication with residents around the plants and management plans to address all major accidents in the wake of the worst nuclear accident since Chernobyl in 1986.

Record deficit of Monday comes after Japan reported in 2011 its first annual trade deficit in 31 years, and highlights the difficulties faced by the nation’s export-oriented, as it seeks to rebuild.

However, the economy faces headwinds third with a hard currency, which reached record levels last year, reducing homecoming multinational corporate profits and slowing demand from its major trading partners that European Union and China.

Exports fell 9.3% year on year, according to figures released by the Ministry of Finance of the country on Monday. The largest decline was in China, which fell by 20.1%. Exports to Europe fell by 7.7%, while trade with the United States rose 0.6%.

January was the fourth consecutive month that exports exceeded imports.

Unemployment rate in Spain is about 23%, and its rate of youth unemployment is almost 50%. Approximately 5.2 million people in the country are unemployed.

Last week, the parliament of Spain approved labor reforms, the nation’s cabinet approved earlier this month.

Government officials have argued that the new labor reforms reduce unemployment and give workers more rights, as an annual 20 hours of paid leave for training.

“We do not believe that. We believe that unemployment will rise, because these reforms that directly attack the workers,” said Ismael Cabrera, a protester.

The protesters said the reforms, which also reduce the number of employers must pay compensation – more than cripple the country.

Pedro Munoz, a welder, said he was leaving on Sunday because he was worried about the future of their grandchildren.

Business Administration student Raquel Tapia Solascasas leads to a large pair of scissors made ??of cardboard, to protest against cuts in education.

“We offer courses for a year and be dismissed without compensation. There is no future for young people here,” he said.

Monday involved the drilling howitzers, mortars, attack helicopters, the South Korean news agency Yonhap. Was carried out on the islands of the west coast of the Korean peninsula, where tensions have erupted in the past.

Seoul has been reported north of the drill on Sunday, a regular live-fire exercise that lasts an hour. About 1,000 islanders were moved to safe areas during the year, Yonhap reported, citing military officials.
“This is a very dangerous game with fire for launching a war against the North, because it is a clear declaration of war against it,” the state news agency in Pyongyang Korean Central Sunday, citing a statement from the Secretariat Committee for the Peaceful Reunification of Korea.

In late 2010, North Korea responded to a military exercise in South Korea in the same area by bombing on the island of Yeonpyeong, killing two South Korean marines and two civilians.

“If the puppet warmongers recklessly shot ahead despite our warning, often not escape more severe punishment” that the bombing of Yeonpyeong Island said the bulletin. He identified “the instigators of war Puppets” as South Korea and the United States, which has tens of thousands of troops in South Korea.

The death in December of North Korean leader Kim Jong Il and the subsequent anointing of his son and designated successor, Kim Jong Un, has created uncertainty about the future direction of the regime in Pyongyang secret.

Other pressures on military exercises on the Korean Peninsula is expected in the coming weeks. Two sets of planned exercises involving thousands of South Korean forces and the United States regularly between February and April.

(dailynewyorknews) – Three people were killed in an avalanche near a ski resort in Washington state, officials from the Office of the King County Sheriff said.

Katie Larson spokeswoman said several groups of skiers were caught in the deadly fever.

“Almost all of them – probably up to 12 at some point – are buried in the snow They manage to get ahead … Then, look and find that three of the skiers who suffer from medical care. Questions. to begin CPR and unfortunately were unable to resuscitate the victims, “he said, adding that everyone has.

All skiers were experienced and had the right equipment, said Larson. “Nature has happened.”

Many were swept in that between 1,500 and 2,000 feet below, said Rep. Chris Bedker, also with the Sheriff’s Office King County. They all had avalanche beacons, and it was a avalanche rescue system, which functions as an air bag and helped her survive, he said.

The skiers were in a designated area off the court, but not closed and allowed to be there, Bedker said.

John Gifford, general manager of the ski Stevens Pass in the Cascade Mountains, said the avalanche occurred about three miles west of the station. The operations were not affected.

Heavy snowfall hit the area recently. A message on the website of the station reported on Sunday that more than 2 feet of snow fell overnight Saturday.

Northwest Weather and Avalanche Center forecast area, which has a high risk of avalanches Sunday, Bedker said.

“Skiers are aware of what … who took that risk,” he said.

In a separate incident Sunday, a snowboarder was found dead near Snoqualmie Pass in the same mountain. The cause of death was not immediately known.

(dailynewyorknews) – Pop superstar Whitney Houston was seen the end and consume substantial quantities of alcohol at The Beverly Hilton two mornings last week, said a source knowledgeable about their behavior and activity in the days before his death Saturday .

The source told Don Lemon that Houston ordered drinks before 10 pm last Wednesday and Thursday in the lobby bars and pool.

You heard two days in Houston loudly complaining about the drinks, accusing the waiters to “thin” or “put too much ice” in them, the source said Wednesday.

Funeral Houston, will air on Saturday

The source said other clients expressed concern about the erratic behavior of Houston. His disheveled appearance, including clothing dishes, I suggested that she was drunk, the source said. The source said that Houston was seen jumping in and out of the pool and do flips in the pool.

The source added that Houston was alone for a while, but was also seen in the pool of consumers with his entourage and a male escort on both days.

Saturday, the day of his death, Houston was seen drinking at the pool in the morning, but the source said witnesses said that their behavior seems erratic.

A singer who participated in an impromptu duet with Houston in a game in the afternoon, said Thursday in Houston does not behave erratically, but took the champagne.

“I have not seen someone who was tall,” says Kelly Price CNN “Starting Point” on Monday. During the night, Houston took the stage and sang unexpectedly strident interpretation of “Jesus Loves Me” with the price.

Authorities are trying to determine the source of prescription drugs in his hotel room in Houston, where he died, officials said Wednesday.

The county coroner’s office in Los Angeles issued subpoenas seeking medical records of Houston and its requirements, Ed Winter, assistant chief medical examiner said Wednesday. Researchers are also in contact with pharmacies where prescriptions were filled, he said.

Houston, 48, was found dead in the bathtub of his hotel suite at the Beverly Hilton on Saturday, hours before she was to attend a pre-Grammy party in Beverly Hills, California hotel.

Death Certificate of Houston, filed Wednesday, are the cause of death as “deferred”, which means it has been delayed pending further information. Speculation has increased, while the authorities await results of toxicology tests could take weeks.

View PDF of the death certificate

Winter said that any drug was found in the room, the amount was lower than normally found in overdose deaths.

“I know there are reports that drowned or perhaps an overdose, but we will not make a final decision until all the evidence is” Winter said earlier. He ruled out a criminal act and said there was no injury to the body of Houston.

The information contained in the room were in favor of Houston, Lemon said Winter. When communicating with physicians, researchers are trying to verify the requirements and if there was more.

Several physicians were contacted in California and other states as well as pharmacies, he said. Everyone was cooperating.

“The doctors I contacted so far have been very helpful,” he said, and found nothing unusual, as long as Houston has to take medication as prescribed. It has acquired some additional information, he said, and investigators are waiting to see the medical records of Houston.

It seems that she was “doctor shopping”, he said, but authorities are trying to contact doctors and as many comment on it, whether Houston was the execution of multiple orders.

“Everything is above board,” said Winter. “So far, nothing seems criminal.”

But it was too early to say whether Houston had all the requirements, should not have or use an alias, said.

Although the citations were issued – an unusual step in an investigation of the death – Winter said the fight against drugs by the Federal has not been asked to help.

As part of the investigation following the death of singer Michael Jackson in 2009, bags and bottles of prescription drugs were found at the home of Michael Jackson. Local authorities and the state has spent months tracking pharmacies prescription filled. One such drug is the Mickey Fine Pharmacy and Grill in Beverly Hills.

Any statements contained in the following Houston was also Mickey Fine Pharmacy, Winter said, but “the recipe that comes from Mickey Fine is not something that would kill her.”

Researchers want a history of all prescriptions can be filled Houston, and other pharmacies, and wants to ensure that all pharmacies prescriptions are recorded in Houston. Generally, “you’ll see a doctor and get a recipe, then go to the dentist and get another prescription,” he said.

Houston visited an ear specialist in Beverly Hills, nose and throat, four days before his death, a source close to his visit on Wednesday.

Dr. Shawn Nasseri treated in Houston for throat problems and voice for several years, said the source, who requested anonymity because they are not authorized to speak publicly about it.

Nasseri deals with many famous singers with vocal problems, and has served as a doctor for “American Idol” competitors for several years.

Houston battles with substance abuse has cast a shadow over the last years of her singing and her impressive talent.

However, a family friend, told CNN on Tuesday that Houston did not use “hard drugs” for several years, even if he was taking medication for a throat infection and Xanax or a similar drug for the anxiety and sleep aid. The friend said Houston was also known to have a drink if they left.

The coroner’s office said toxicology tests may take six to eight weeks, police Lt. Mark Rosen, Beverly Hills, said the coroner’s report must be completed – within two to three weeks.

Winter said Wednesday that his office has requested that the results of toxicology accelerated in Houston, said he hopes a tournaround four to six weeks, maybe sooner.

“With respect to Ms. Houston, we have an average of 50 cases per day,” he said. “We have 49 cases and families in search results too.”

A private, invitation-only funeral is scheduled for Saturday in Houston New Hope Baptist Church in Newark, New Jersey, where he honed his vocal skills as a child.

Services must be available for television and the Web, Houston’s publicist said.

Singer Aretha Franklin, patron saint of Houston is known as the “Queen of Soul”, was invited to perform at the funeral, a spokeswoman for Franklin said.

And Houston’s cousin, singer Dionne Warwick, was in New Jersey to help the family with funeral arrangements, Warwick’s publicist said.

The gospel singer and pastor Marvin Winans L. give the eulogy at the funeral, at the request of the mother of Houston, said the Rev. Joe Carter of New Hope.

Winans Houston officiated the marriage in 1992 to R & B singer Bobby Brown, Carter said. The two divorced in 2007.

When asked why there is no public memorial service is planned, Winans, told CNN’s Anderson Cooper Wednesday night, the family does not “want to have a parade.”

“I do not think, knowing Cissy (the mother of Houston) and Houston’s family … it was a matter of public or private, for he was present, it is my daughter, she is my sister This is my mother This is my friend and we do it with dignity. ”

Although the family does not comment on the burial site of Houston, his death certificate filed Wednesday in Los Angeles, such as lists of Fairview Cemetery in Westfield, New Jersey. A message left by CNN with the cemetery office was not immediately returned.

Meanwhile, Bobby Brown, said in a statement Wednesday that its 18-year-old daughter of Houston, Bobbi Kristina, is “much better”. The boy was taken twice in downtown Los Angeles Cedars-Sinai Medical to be treated for stress and anxiety on the day after the death of his mother.

A family friend said Tuesday that Bobbi Kristina was in the custody of his grandmother, Cissy Houston, and his father.

“We continue to love and support of Bobbi Kristina,” Bobby Brown’s statement said Wednesday. “He faces the tragedy of the death of his mother and prefer to do it outside the public eye. Again I ask that our privacy is respected.”

(dailynewyorknews) – Apple announced Wednesday it will start mobile applications necessary to obtain the explicit permission of the owners of iPhone and iPad applications before collecting and storing information on users’ personal contacts.

The statement was made after a week of revelations that popular social tools like Twitter and the road were just that – sometimes without the user knowing.

“Applications that collect and transmit data to communicate with a user without their prior permission is a violation of our standards,” said spokesman Tom Neumayr Apple in a written statement to CNN and other media.

“We are working to make this even better for our customers, and we did for location services, any application you want to access contact required the explicit approval of the user in a media software in the future . ”

Privacy concerns on the issue erupted last week when a web developer blogs on his discovery that the road, an emerging social demand which limits users to 50 friends, was to enter his address book on your iPhone servers.

After this revelation, Twitter acknowledged that its “Find Friends” feature also lets you store the user’s contacts on their servers.

The fact that contact information is collected and stored is not mentioned explicitly in terms of trail use or privacy policies Twitter.

Twitter said it will update the language used on the site to make it clear what to do with this information – that helps new users find friends already using the site.

Meanwhile, the road to CEO Dave Morin, a former employee told Wired Facebook, a content partner CNN that the company “made a mistake.” He said that his application premise, which is to identify the users closest friends, need access to your contacts.

“We want to connect with anyone in the Way,” said Morin Wired. “Without the information from the contact list, some of these features do not work.”

Road since updated its application to explicitly request permission to collect and store contact lists first.

As I walk and Twitter were the focus of this particular case, privacy has become a concern for some through many of the most popular Web.

Google collects large amounts of data from users of its products (including Gmail, YouTube, Google Reader and Google +) and the fact Facebook. Virtually all the sites that says it takes to improve the user experience. But do not talk in this explanation is often the desire to target advertising more effectively.

Neumayr, Apple spokesman did not say when the update of Apple’s operating system IOS is expected.
